Leasing Broker Inspections
PPL has a strong background in the motor finance sector and supports BVRLA members through Leasing Broker inspections for firms undertaking regulated activity.
We assess Consumer Duty outcomes, governance frameworks, and compliance with FCA Handbook rules and guidance, identifying key areas of risk and working closely with firms and the BVRLA team to develop practical improvement plans.
These programmes are supported and funded by some of the largest funding panels in the motor finance sector.
Principal AR Inspection Program
PPL delivers the BVRLA Principal & Appointed Representative inspection programme, reviewing the governance arrangements between principal firms and their ARs, from sole traders to larger broker networks.
We assess the effectiveness of governance frameworks, the quality and use of management information, and the strength of oversight and control, helping firms identify areas for improvement across their networks.
Our work ensures principals meet their regulatory obligations under the FCA Handbook, while strengthening ongoing oversight and compliance.
New Member Inspections
PPL supports new BVRLA members, including brokers entering regulated activity for the first time, by working alongside them to establish robust governance frameworks, customer journeys, and compliant operating models.
We help ensure the right governance, risk, and compliance arrangements are in place, enabling firms to operate safely and confidently within a regulated environment.
We also support established firms that are new to the BVRLA, helping them identify and address compliance gaps and align their existing frameworks with industry and regulatory expectations.
Flexi Rental Inspections
Flexi Rental firms form part of the BVRLA inspection programme due to the regulatory risk associated with activities that can move between unregulated and regulated status, depending on contract structures and customer agreements.
PPL reviews these firms to assess the risk of inadvertently entering regulated activity, ensuring that contract design, customer journeys, and controls are appropriate and clearly understood.
Given the fine line between unregulated and regulated activity, firms can cross into a regulated position without recognising it, creating a risk of non-compliance. We help identify these risks and support firms in maintaining clear boundaries and compliant operating models.
